Struggling to advance stormwater projects in your jurisdiction? The Washington State Department of Ecology is developing a new funding stream to support stormwater community-based public-private partnerships (CBP3) and provide technical assistance.
Community-based public-private partnerships (CBP3) are partnerships between the government and private entities to collaborate on stormwater projects to achieve community benefits beyond stormwater improvements and permit compliance through performance contracts and alternative procurement.
Through a learning network, the Department of Ecology is bringing together stormwater program managers from around the state to learn, connect with their peers and provide input to build the funding program. Objectives of the CBP3 learning network include exploring public-private contracting models, funding and finance for local government, identifying projects that are ready to apply for funding, increasing knowledge about CBP3 and performance contracts for stormwater managers and identifying common stormwater infrastructure goals and barriers faced by local governments.
Over the next 15 months, the Stormwater CBP3 project team will be providing technical assistance to Washington-based municipalities, local governments, and other entities interested in applying for funding from the Department of Ecology to advance a CBP3 or other alternative procurement stormwater projects.
Ecology is inviting jurisdictions to complete the Stormwater CBP3 project's Request for Technical Assistance Form and indicate interest in receiving this technical assistance by 03/15/2024. You can request additional time for completing the form. Contact either Sarah Ponte at sarah.ponte@ecy.wa.gov or Gabriel Kiritz at gkiritz@enviroincentives.com for assistance completing the form.
Between August and December 2024 up to $3 million in grants to cities and counties will be awarded as part of the Water Quality Combined Funding Program. To learn more about the program, check out the Washington CBP3 guidebook or visit the website.
