2026 RTP Call for Regional Capacity Projects

As part of the development of the 2026 Regional Transportation Plan, PSRC is accepting applications for Regional Capacity Projects. Online applications are due by 11:59 pm April 18, 2025.

Regional Capacity Project Workshop

PSRC conducted an online workshop on March 25, 2025. The workshop covered the requirements for developing the Regional Capacity Project list, prerequisites for submitting project applications, an explanation of the thresholds that determine a Regional Capacity Project, and information to help complete the online application including updated questions to determine the project’s consistency with regional policies.

Applications must be submitted for all projects

Sponsors must submit an application via PSRC’s RTP web application for all Regional Capacity Projects. This includes projects in the currently adopted Regional Transportation Plan, as well as new project requests. Sponsors are asked to identify any projects that may have been completed since the last plan update. Agencies will use their existing Regional TIP web application username and password. RTP Web Application

PSRC staff will review all online applications for completeness and will provide project sponsors a summary of submitted projects for confirmation. For purposes of the RTP financial strategy, PSRC will normalize all project costs to a single year. Staff are available to work with you to resolve any questions.

RTP Regional Capacity Projects Application Checklist

PSRC has provided a checklist to serve as a guide for project sponsors while completing the Regional Capacity Project application. The checklist includes guidance for the application sections and is listed below.

Definition of a Regional Capacity Project

Regional Capacity Projects are those projects changing capacity to the regional system above a pre-determined threshold, and include roadway, transit, bicycle/pedestrian and other project types. Projects meeting this threshold must be approved on the list before proceeding towards funding and implementation. Projects that are below this threshold are considered “programmatic” in the plan and are able to pursue funding and implementation with no further actions.

Plan Consistency Framework

The application includes questions related to the RTP Plan Consistency Framework.  Guidance materials are provided below to help sponsors respond to these questions and explain the scores for each measure. 

Schedule

  • March 25 – April 18, 2025 Project sponsors submit online application for Regional Capacity Projects.
  • April - May 2025 PSRC staff review of applications.
  • May - June 2025 Submitted projects reviewed by PSRC boards for consideration in draft plan.
  • Summer 2025 Draft plan analyses.
  • Fall 2025 Review of analysis and development of draft plan by PSRC boards.
  • December 2025 Draft plan released for public comment.
  • May 2026 Adoption of Regional Transportation Plan (2026-2050), including Regional Capacity Projects List.

Note that the existing Regional Capacity Project List will remain in effect until the new plan is adopted, and all projects will still be subject to the board approval process as described on the Projects & Approvals page.
