The Executive Board unanimously recommended that the General Assembly adopt VISION 2040 as the growth management, environmental, economic and transportation strategy for the central Puget Sound region. PSRC President Sue Singer thanked the members of the Growth Management Policy Board and staff for their hard work in developing VISION 2040 over the last four years. VISION 2040 is a regional strategy for planning responsibly for anticipated growth while promoting the well-being of people and communities, economic vitality, and a healthy environment. VISION 2040 contains four parts: a sustainable environment framework, the regional growth strategy, multicounty planning polices and related goals and actions, and an implementation section. The Executive Board recommended that the General Assembly adopt the agency's proposed supplemental budget and work program for fiscal years 2008-2009. The proposed budget and work program reflects an increase of about $610,000, which will support consultant and staff work on climate change, congestion management, value pricing, and a new sketch planning tool, as well continuing work from the adopted budget and work program. The Executive Board recommended that the General Assembly approve an amendment to Destination 2030, the region's transportation plan. The amendment is designed to align the plan with the recently updated Washington State Highway System Plan and includes changes to the project list, but not the financial strategy. The Executive Board approved an annual adjustment of Federal Transit Administration funds in the regional Transportation Improvement Program. The FTA requires that PSRC annually review the estimates used to program FTA funds with the actual allocation approved by Congress. The Executive Board allocated $8.5 million in additional federal FTA funds for 2008, and moved $1.67 million in 2008 FTA competitive funding into the 2009 year. The Executive Board approved the Destination 2030 Plan Update Final Draft Scoping Report and concurred with the proposed plan direction. During the scoping process, the agency received close to 1,000 public comments. Sixty percent of the comments related to either congestion and mobility, or energy and the environment, with an emphasis on climate change. In addition, over 300 comments called for the plan to address the regional growth strategy, tolling and congestion pricing programs, investments in transit, system and demand management measures, transportation funding, and investment prioritization.
