The Executive Board expanded the composition of the policy boards to provide Kitsap County with its own voting seats.

A change to policy boards' composition requires a two-thirds majority vote by the Executive Board. This action provides both the Transportation and the Growth Management Policy Boards with seats held by Kitsap County representatives. The Economic Development District Board (EDD) also unanimously voted to have a Kitsap seat.

The Executive Board certified the City of Monroe's 2007 Transportation Plan.

The board found the plan conforms to the Growth Management Act and is consistent with Destination 2030, the regional transportation plan.
