The Executive Board heard a briefing on the proposed VISION 2040 growth strategy.

Over the past four years, the Growth Management Policy Board has directed the work to update VISION 2020, the region's growth, economic and transportation strategy. The central question addressed in VISION 2040 is how the region should accommodate the population and employment growth anticipated by the year 2040. The overall goal is to promote a growth pattern that supports the well-being of the region's people, its economic prosperity and renowned natural environment.

VISION 2040 contains four parts: a regional environmental framework, the regional growth strategy, multicounty planning policies, and implementation actions and measures.

Following extensive public involvement in crafting the strategy, the Growth Management Policy Board unanimously recommended that the Executive Board review and recommend VISION 2040 for adoption by the General Assembly. Next month the Executive Board is scheduled to take action to transmit VISION 2040 to the General Assembly for a vote on April 24.

The Executive Board President appointed a Nominating Committee to recommend nominees for Vice President and President of the Puget Sound Regional Council.

The committee's recommendations will be presented at the General Assembly in April when the full membership elects the officers.

The board members appointed to the Nominations Committee are: Executive John Ladenburg, Pierce County, Chair; Councilmember Mike Lonergan, City of Tacoma, Chair, Growth Management Policy Board; Councilmember Richard McIver, City of Seattle, Past President; Councilmember Julia Patterson, King County, Chair, Transportation Policy Board; Councilmember Mary Alyce Burleigh, City of Kirkland; Councilmember Carol Arends, City of Bremerton; Commissioner Josh Brown, Kitsap County; Councilmember Dave Somers, Snohomish County, Vice Chair, Growth Management Policy Board; Councilmember Brenda Stonecipher, City of Everett, Vice Chair, Transportation Policy Board; and Commissioner Connie Niva, Port of Everett.


The Executive Board heard a briefing on an upcoming regional visioning exercise called Reality Check, which will be held April 30 at the University of Washington.

Sponsored by the Urban Land Institute, the visioning exercise will provide hands-on awareness and action surrounding growth and transportation challenges. Players will use colored Legos and tape representing new jobs, households and various transportation options. The exercise will be grounded in reality, using demographic and economic data from the Puget Sound Regional Council.

In other business, the Executive Board:

  • Adopted the Regional Commute Trip Reduction Plan for the Central Puget Sound.
  • Was briefed on the PSRC's supplemental budget and work program for fiscal years 2008-2009.
  • Authorized amending a contract to develop an activity model work plan and activity generation model for the regional travel demand model. A contract amendment of $15,000 will fund the additional tasks of estimating a new vehicle availability model and refining the household synthesizer.
  • Adopted a routine amendment to the 2007-2010 Regional Transportation Improvement Program to include three projects sponsored by Sound Transit and the Washington State Department of Transportation.

    The Puget Sound Regional Council's General Assembly convenes on Thursday, April 24, 2008. Highlights will include special guest William D. Ruckelshaus at the VISION 2020 Awards Banquet, action on PSRC's supplemental budget and work program, adoption of VISION 2040, and the election of officers.
