The Executive Board voted to restructure its composition to meet new state requirements.

The Legislature included a proviso in the 2004 supplemental transportation appropriation that requires the PSRC to make adjustments to voting membership of the Executive Board in order to receive $750,000 in state planning funds. The Executive Board opted to increase its size to 30 to include voting representatives for Bellevue, Kent, Renton, and Bremerton.

The Executive Board reviewed and discussed PSRC's ongoing program to improve communication.

A top priority of the Executive Board has been to dramatically improve the ways PSRC communicates with the wider region. The Board heard a report from Cocker Fennessey on ways the agency can strategically target communication and better engage the region in its work. The strategy suggests improvements to existing communication programs targeted at PSRC membership, stakeholders and the news media, as well as new initiatives. PSRC intends to focus upcoming communication programs on the new regional economic strategy, updates to Destination 2030 and VISION 2020 and PSRC's investment of roughly $160 million annually in transportation projects within the region.

The Executive Board approved the 2004 Destination 2030 Review and Progress Report.

The Progress Report is a three year review of the region's long range transportation plan and covers the status of planning activities, projects and financing. The Progress Report is available on the web at www.psrc.org/projects/mtp/2004progress/progress.htm.

The Executive Board authorized a contract to implement a new sketch planning model.

The sketch planning model will be used to help inform discussions about the VISION 2020 Update alternatives. It will provide an interactive communication tool that will visually show the transportation and land use effects of different scenarios.

The Executive Board authorized a contract for system delivery related to the GPS-based value pricing project.

PSRC is contracting with Siemens ITS, who will provide all the equipment and operate the value pricing pilot project. The project will test people's behavioral response to varying transportation prices/tolls. Objectives of the project include: familiarizing the public and policy makers with road pricing, generating price response data, and further understanding of the technological applications of pricing.

In other business, the Executive Board:
  • Authorized the change in projects status from candidate to approved for seven Destination 2030 projects.
  • Authorized a plan refinement to add the City of Shoreline's Aurora Avenue North (SR 99) - North Segment Project to Destination 2030.
  • Adopted a routine amendment to the regional Transportation Improvement Project (TIP) updating information for one Pierce County and four Washington State Department of Transportation projects.
